Home Affairs Minister Dr. Leon Schreiber announced that South Africa will phase out the green ID book and replaced by smart ID cards. This shift aligns with the Department of Home Affairs’ digital transformation strategy to enhance efficiency, accessibility, and security.
Smart ID Cards: A Modern Standard
Dr. Schreiber, who assumed office in July 2025, revealed these plans during a media briefing on Wednesday, July 23, 2025. He confirmed that the department aims to replace the green ID book entirely with smart ID cards by December 31, 2029. “We are committed to ensuring all citizens, especially those in rural and underserved areas, can access smart ID cards,” Schreiber emphasized. These cards feature advanced security measures, such as embedded chips, and comply with international identification standards.
Expanded Online Services
Additionally, Home Affairs will launch an online booking system in 2026. This platform will enable citizens to schedule appointments for ID and passport services at participating bank branches. Moreover, the department plans to digitize several services, streamlining processes for first-time ID applicants and passport seekers. For example, online applications will reduce wait times and improve convenience.

The transition to smart ID cards supports the Democratic Alliance’s priorities within the Government of National Unity. Schreiber stressed that the department will focus on improving service delivery and eliminating inefficiencies. Consequently, replacing the green ID book marks a significant step toward a secure, modern, and efficient identification system for all South Africans.
