Fort Hare SIU investigation sparks Parliament visit

A Special Investigating Unit probe into the University of Fort Hare’s ICT department found over R17-million was paid to 28 businesses for services never rendered. This is according to a draft affidavit seen by GroundUp. The Fort Hare SIU investigation alleges fraud and corruption under POCA. It has referred evidence to the National Prosecuting Authority for further action, the SIU said.

Alleged Network and Money Flow

The affidavit names senior ICT officials and points to businessman Mzukisi Mbozana as an alleged kingpin. He recruited companies to submit RFQs and invoice for work not done. Payments totalling R10.7-million allegedly flowed to Mbozana and his entities. Bank references were disguised as agricultural purchases. Between 2021 and 2024, CIO Mfundo “Shakes” Scott allegedly received payments totalling R1.25-million from accounts linked to Mbozana. The SIU is preparing to approach the Special Tribunal. They want to recover funds and set aside irregular decisions. The SIU also cautioned the affidavit is a draft.

University Response and Disciplinary Steps

Fort Hare told GroundUp that the affidavit section implicating Vice-Chancellor Prof Sakhela Buhlungu was “doctored”. They stated that no allegations were made against him. The university said it received the SIU evidence bundle on 17 September 2025. It moved to suspend Scott and three subordinates, issuing a formal suspension letter on 16 October 2025. Officials named in the affidavit either declined to respond, did not respond, or denied wrongdoing.

Protests, Damage and a Parliamentary Visit

The Fort Hare SIU investigation coincides with campus unrest. Student protests began the week of 6 October over demands for democratic SRC elections. Objections to the VC’s contract extension turned violent, with two students injured. Key buildings were torched in Alice and East London. Damage is estimated between R250-million and R500-million. Parliament’s portfolio committee on higher education will visit Alice on 21 October 2025. They aim to seek solutions and oversee recovery.

Teaching Shifts Online as Recovery Unfolds

The university suspended on-campus operations on 8 October for safety. It moved teaching online and aims to resume blended learning from 27 October 2025. This is under an integrated recovery plan. The Fort Hare SIU investigation remains central as the institution pursues disciplinary action and civil recovery. Meanwhile, lawmakers press for stability.
