8-Year Driver’s License Cards: What SA Drivers Need

South Africa is moving towards 8-year driver’s license cards for most motorists. Transport director-general Mathabatha Mokonyana told Parliament that government has decided to extend the validity period from five to eight years. This decision came after research showed motorists want fewer renewals and less red tape.

He said South Africans “don’t want to come back every five years” and confirmed that the state will “definitely” move to the new validity period. Department spokesperson Collen Msibi has backed the shift, explaining that an 8-year driver’s license will reduce the administrative burden. Officials are finalising a cost-benefit analysis.

When the New Licenses Could Arrive

The change to 8-year driver’s license cards still needs a formal process before it becomes law. The Department of Transport’s Annual Performance Plan for 2025/26 includes consultations with officials and MECs. The process also requires public comment through a Government Gazette notice. Officials then plan to submit a final proposal to Parliament between 31 December 2025 and 31 March 2026.

However, the department appears behind schedule. It had planned to publish the draft notice in the second quarter of the financial year. Yet, there is no record of that notice. As a result, this delay could impact the rollout of the 8-year driver’s license. That delay raises questions about whether later targets can still be met on time.

Backlogs, Smart Cards and Digital Licenses

The decision comes after years of license backlogs linked to an ageing card-printing machine. This machine should have been replaced years ago. Delays and political interference slowed that process. Consequently, the backlog pushed above 700 000 cards before it dropped below 300 000 in 2025.

Government also plans new smart driving license cards with stronger security features and biometric data. They want to introduce an electronic license system that lets motorists store card details on their phones. Until that system arrives and Parliament signs off on 8-year driver’s license cards, motorists must still renew under the current five-year rules.
